TOWN HALL – WAQUOIT MEETING ROOM

Andrew Eliason, Vice Chairman, called the meeting of the MCAT Board to order at 1:04 p.m.
Roll Call was taken.
Approval of Minutes
Motion: Lolita McCray motioned to approve the minutes of the meeting of June 11, 2013 as read; Andrew Eliason seconded the motion.
VOTE: Yes-2.
Roll Call Vote: Andrew Eliason, yes Lolita McCray, yes
Comments from Town Manager’s Office…Joyce Mason said there is nothing now, but she will be looking to MCAT to consider funding if there are any capital requests to consider.
Budget Status Update…Andrew Eliason reported the PEG account has a balance of $42,178.03 and the Capital account has a balance of $102,799.26.
Mashpee Community TV
- Andrew noted that Amy Davies, Mashpee TV Director, had resigned. Joyce said the resignation is effective September 11th and the Assistant Director will be serving as Acting Director until new Director is appointed.
- Joyce asked whether anyone on this MCAT Board would like to serve on the Mashpee TV Board. Both Andrew Eliason and Lolita McCray declined.
- Lolita McCray asked Joyce whether there is any need for MCAT Board to continue to be active in view of Mashpee TV Board. Joyce responded “yes” that MCAT has responsibility for overseeing the 1% the Town receives from the Comcast license. MCAT will oversee capital requests submitted to them by Town Manager; and will oversee technical issues with Town broadcasts.
- Andrew asked whether Town receives any accounting report from Mashpee TV. Joyce said the Board of Selectmen does have a copy of audit done on Mashpee TV.
- Joyce said the Mashpee TV Board will raise money to keep Mashpee TV running and will handle staffing.
- Joyce advised that Mashpee TV construction came in under budget so they had the funds to put in the whole new editing room – it is a great studio.
- Andrew commented he was surprised that they didn’t make a viewing window into the studio from the control room.
Andrew Eliason commented that when the Director is hired, then MCAT will invite the new Mashpee TV Director to attend an MCAT meeting.
Arthur Joia addressed the meeting and said he has met with the members of the Mashpee TV Board. The Board wants to get students involved with Mashpee TV. They are opening doors by getting students to participate and learn how to use the equipment. Having students involved in Mashpee TV will be exciting for the students. Andrew Eliason said it is a wonderful idea to have an interface between Mashpee TV and the students and to make students aware that the Mashpee TV studio is there and what is available.
Control Room…No problems other than the limited number of people available to run the Control Room. Joyce Mason said a young man was training with Amy Davies and he is interested in working the Control Room.
MCAT Board Re-organization…Andrew Eliason announced that Peter Cohen formally resigned as a member of MCAT, effective September 3rd. Andrew agreed to serve as Chairman Pro Tem.
Meeting Schedule
Motion: Lolita McCray motioned that MCAT hold meetings every 3 months, but will hold Special Meetings to deal with urgent matters if needed.

Next Meeting…The next MCAT meeting is to be held 1 p.m. on Tuesday, December 10, 2013, Town Hall Waquoit Meeting Room.
Discussion…Just prior to adjourning, MCAT advised Joyce Mason that the Board endorses Arthur Joia’s appointment to the Board of Directors of Mashpee TV should he submit letter of interest.
Adjournment…Lolita McCray motioned to adjourn the meeting; Andrew Eliason seconded the motion; and the motion was passed. The meeting adjourned at 1:30 p.m.
